Nice spotting, completely missed that =)..

A user friendly approach for TSVN would be to remove 'Rename' from the
context menu when the parent folder is not a working copy.

Or perform a non-SVN rename and afterwards display a warning that "The
change won't be propagated to the repository, since this is the top of
the working copy (and thus not part of it)".

Could be added as a super-low-priority feature request to the tracker?
