You are right. this is a locale problem.
If I change a system locale from korean to english(US),
There is no problem.

And "Create patch" is ok in both locales, korean and english.
Only "Apply patch" of TMERGE has the problem.

I tested TMERGE in two locales(korean and english).

I think that the problem is CStdioFile class or CStdioFile::ReadString function.
