The most likely cause is that you have a antivirus, desktop search or
similar product installed that holds the files svn wants to move open.
Try to exclude the folders with working copies and see if that helps,
or if that is not possible disable them when working with svn.

If you don't have any applications like that installed I don't know
what could be wrong.
