Possible bug - downloading SVN when it is in use

Hi,
 
I've downloaded and started using Subversion and TortoiseSVN recently, and
when I tried to download a large SVN which contains many files, the process
failed several times stating 'access denied' each time to a different file.
I assume this was because the file was updated at the same time I tried to
access it. The real issue is that after several times it downloaded for a
while and then failed, I got a message that a Cleanup is required. After one
or two times, the cleanup itself didn't work (stating something about .tmp
file not found), and I had to delete the whole local directory and recreate
it. Any idea why is that?
