So obviously something is different between your two accounts.
And since TSVN 'works' on both accounts, I doubt it has something to do
with TSVN itself.

So what's left? It must be a program interfering with the network and/or
the files in your working copy. So the most obvious candidates are virus
scanners and firewalls.
This means: check your firewall settings and virus scanner settings on
both accounts.
