Problem with access denied file during update

Hi,

Don't know if this is Tortoise or Subversion issue, but it happened in
Tortoise because for message box so I expect problem in Tortoise.

Symptoms: you cannot update (it says clean up), and clean up fails with
error message

To reproduce: (may be it can be simplified)
1) have 2 exe files in repository
2) start first of them - it is GUI app so it will run "forever"
3) Someone else updates both exe files
4) you update - it fails because of access forbidden (you still running
exe from 2)
5) next update say you that you should run clean up
6) running clean up show error message box that second exe file cannot
be copied from .svn/tmp/ (it really missing in that directory)

Workaround is to remove parent directory of exe's, then clean up and
update succeed.
