Set file dates to last commit option

Is the 'Set files dates to last commit' a SVN function or a TSVN
enhancement? One of the devs at work wants everyone to have that option
enabled, and I'm trying to 1) find out how to do that, and 2) find out why
he wants to do that. This message is part of answering #1 in an effort to
persuade him that it should not be required to have everyone enable that
option. But I do work with some very stubborn devs who need a very good
argument for them to compromise a bit on what they think they need.
