This time it's not a bug, it's a MS feature. Starting with version 1.3 TSVN is
build against the runtime of MS C++ 2005 (VS 2005). The official MS redistribuatable
package for this needs admin rights, since it installs the runtime as so called
side-by-side assembly.
I already asked here if it would be possible to install the runtime as a private
assembly, but there was no feedback. Technical it would be possible.
