Outdated translation documentation and links

in the capter "Building your own dll's", there's a link to the "raw
resource dll's" at:

http://tortoisesvn.tigris.org/servlets/ProjectDocumentList?folderID=1847

This link contains only very old (unusable) files, and the link to the
POT file is also very old.

Also, the link to the "source DLL"s on the page:

http://tortoisesvn.sourceforge.net/?q=translate

references a file (Language_1.3.2.zip) that is not available.
