Set my registry entries exactly as yours. Still can't reproduce it :(

And you see the 100%CPU (ok, 50% for you lucky dual core owner) even
when you just show the about box?

Please try deleting the following registry entries:
HKCU\Software\TortoiseSVN\TortoiseProc (contains the dialog positions/sizes)

HKCU\Software\TortoiseSVN\Colors (contains custom colors)
HKCU\Software\TortoiseSVN\History (log message history)

you could also just rename those keys if you don't want to loose the
settings.
