From working copy select a file->TSVN->merge.
Press "..." in the "From start URL" to open the repository browser.
Select any *FILE*. Notice that the URL on top of repository browser
does NOT change to the *FILE* URL. It remains with the *DIRECTORY* URL.
After pressing OK the URL is the directory URL and the merge between
a file and a directory obviously fails.

In version 1.3.1 it was possible to select a FILE from the repository
browser.
