Global ignore pattern ignored on commit

Tortoise SVN 1.3.1 Build 5521 32 bit

The help file, in 5.25.1. General Settings, states "Exclude patterns are
used to prevent unversioned files from showing up e.g. in the commit dialog.
Files matching the patterns are also ignored by an import."

I have a directory containing a file text.txt, and set the "Global ignore
pattern" edit field to *.txt and click Apply. I right click the directory
and select Import..., and enter the repo URL and log message. When OK is
clicked the file test.txt is imported to the repo.

There is either a documentation error or a bug.
