Problem 1.3.0: SVN:Externals definition does not support paths with spaces (not the same problem reported elsewhere)

This is version 1.3.0 (downloaded pre-built from official site) running on Windows XP Pro SP2.
 
After Googling the discussion groups and searching the issue tracker, this appears to be previously unreported. A similarly named problem has been reported regarding the URL side of the specification (which was a misunderstanding of use by the user), but this report is concerned with the working folder path, not the URL.
 
Description:
 
SVN:Externals property does not accept a target working folder with a space. (Folder property dialog in Explorer, TortoiseSVN page).

* This is accepted by TortoiseSVN but the working folder is then literally named 'Offline%20Providers'.
 
This works:
 
OfflineProviders svn://sccserver/production/.tags/3rdParty/Microsoft/Patterns%20and%20Practices/Application%20Blocks/1.0.0.0/src/Offline Providers/bin/release
 
The workaround is therefore to rename the project folder, although it is preferable to keep it the same as the original and to not rename the original if it is a 3rd party project reference which is not maintained in-house. Untidy more than fatal, but still, one expects that any legal folder name should be accepted. Not necessarily TortoiseSVNs problem, of course (may be an SVN issue).
