I couldn't find a tigris.org account with your name. Did you ever have
one of those?
If not, then of course you lost your commit access like everybody else
when the repository moved from svn.collab.net to tigris.org: with the
move, the commit access is now controlled by the tigris.org project
roles directly.

Create a tigris.org account, and request the developer for TSVN (or
just checkout as guest/guest).
