1.3.0rc2: shell extension doesn't work in folders named foo.svn

Hello,

after I upgraded from 1.2.6 to 1.3.0rc2 I noticed I was unable to use
TortoiseSVN with some of my checkouts. It turned out that it was the
name of the directory which ends with ".svn". This used to work in the
previous versions <= 1.2.6.
