Hehe, excuse my english.

The command above works for me as printed.
Copy/pasted from my cmd.exe prompt in fact, and I can confirm that I
can perform https:// svn operations against the server too.

Yeah, well, you can't have everything.

No, I'm just kidding.
It's attached.
I couldn't find an option to select where to perform the diff from, so
it's just performed on the file (without any paths). Hope it's ok.

(On a side note, it would be real funky if there was a property like
"tsvn:diffbase" which told TortoiseSVN that when it's creating patches
it should use that directory as a base. Eg. setting this property on
trunk would lead to the patch file containing "+++
doc/source/en/TortoiseSVN/tsvn_server/server_apache.xml" instead of
"+++ server_apache.xml". Dreaming on...)
