Windows Service Packs seems to have been the cause of a lot of upstir lately.
There's an easy solution in this case though. The Windows Installer
is available in a separate package which doesn't ruin things in the
same way that some SPs do. I've never had or heard of any hassle with
it, so as far as I'm concerned it's a perfectly safe install.

I can't see why it would be mentioned in the issue tracker.
The issue tracker is for bugs and feature enhancement requests.

It should probably be in the FAQ though, I'll try if I can add it later.
