SSPI, next try

Hi,

I've spent the day trying to fix neon. I think I was successful this
time. I've set up a Win2003 server with domain controller (MSDN Pro
finally pays up) and could successfully test my patch:
* with the user account enabled, SSPI works, authentication is done
automatically
* with the user account disabled, authentication fails (or, if I
configure the server to fall back to basic auth, I'm asked for
username/password).

Without my patch, when the user account is disabled, TSVN (well, neon
actually) goes into an endless loop authenticating over and over again.
(if you want to reproduce this, make sure you have enough space left on
the servers harddrive - the apache error log will grow immense!)

So I think I really got it working this time.

Please give the new version a try.
