Can't install 1.3 RC1

I wanted to try 1.3 RC1 but I get an error on install that says "This
installation package cannot be installed by the Windows Installer
service. You must install a Windows service pack that contains a newer
version of the Windows Installer service."

I'm using Win2K SP4. Is there really a more up to date installer
service that I don't have? Can TSVN be made backwards compatible so it
installs on what I have?
