Doc dependencies

Hi folks,

In Default.build, should the docs target also depend on VersionInfo? I
always get dummy version info when I build just the docs.

How should this work when invoked directly from the doc folder? And as
we have said that doc maintainers can check out just the doc folder, we
should really make that part work independently. Does that mean
duplicating the version code from the top level and calling it if the
environment variable is not set? What about the Default.build.user file
which sets tool paths? This is getting tricky :-(

That also means we should be able to pick up SubWCRev from the TSVN
install path, and not rely on ..\release\bin\release\SubWCRev.exe being
there, although I guess it doesn't really matter much for testing purposes.
