I tested on nightly build 1.3.0 4918 with buildin TortoiseMerge. Command was:
"C:\Program Files\TortoiseSVN\bin\TortoiseProc.exe" /command:diff
/notempfile /path:gen-make.py
If I have modified file than TortoiseMerge started fine by this command.
