Stefan in commit message for r.4977 wrote about upgrading DocBook XSL
stylesheets to v.1.69.1. This version of stylesheets uses xml:base
attribute, appeared while processing XInclude. It affects relative
path of images, so this fix is necessary.
I think, stylesheets upgrade will put images back again ;)

Possibly, Stefan misses this one, and I have fixed it in r.4988,
besides I have adjusted the XInclude URIs, which demands the new
version of xsltproc.
