Slow performance of refresh in Windows Explorer

From: Craig Shearer <craig.shearer_at_dyosoft.com>

Hi

I'm running TortoiseSVN version 1.2.4, Build 4484 - 32 Bit, the ASP.NET
version. I'm also a SETI@Home user, and have that running in the background
using spare CPU cycles. However, it appears that the background refresh that
Tortoise SVN uses in Windows Explorer also runs at the same (or lower)
priority. If I have SETI@Home running the performance of the refresh is very
very slow, but if I shut it down, it speed up and works normally.

Would be nice if this issue could be solved.
