Did you reboot after your upgrade? I've found that unexpected durations
of peak CPU usage tend to be resolved by rebooting after installing. I
had this same problem on several machines. All were fine after
rebooting.

Short question:

I recently updated TortoiseSVN and since then (I think), the
TSVNCache.exe, Version 1.2.5.4719 takes 99% of all CPU time for a very
long time.
Is this really correct?
