Missing Icons - Resolution

After reading yet more on the Internet, I decided not only to uninstall
TortoiseSVN but then manually to clean out all references to Tortoise in
the registry -- there were several, including one pointing to a location
where TortoiseSVN was once installed manually from the ZIP files and a few
to TortoiseCVS, which I must have had for a brief time on my machine quite
some time ago. I then installed TortoiseSVN yet again. That did
it! Overlay icons are back.

Is it a bug that removing TortoiseSVN doesn't clean out all its entries in
the registry? And if so, does the problem lie in Microsoft's uninstall
software or is there something missing from the TortoiseSVN scripts?
