Last time I read about this svn did not guarantee atomicity on up or
export (I was truely chocked).
TSVN did resolv this by asking what the youngest rev is and then
specifically check that one out
(which then may not be the latest rev when the operation has completed).

But as you write, this could have changed, but if it did I've certainly
missed it.
