To be truly useful, I think these should be a lists of regexps/partial
paths similar to the current ignore list.
Then, Commit Groups feature can:
1) Supercede the current 'ignore list', which allows to drop the
corresponding preference setting and thus offset somewhat additional
complexity introduced into interface.
2) Implement 'Do not commit these files by default' feature I wrote about.
3) SImplify usage in the organizations with 'separate commit per
subsystem' policy, allowing to designate a commit group for each
project, instead of checking/unchecking files by hand.

Hm, I wonder how this would interact with current log templates.
