Not sure about it. That ticket is 4 years old, so the bug was always
there. The ticket only mentions pre-revprop-change and post-commit,
but Laszlo is having porblems with the pre-commit hook.

I had problems recently with the pre-revprop-change hook from the TSVN
manual. It does not work, and I was quite sure it used to work before
our server upgrade. It could be regression on mod_dav_svn, but I am
not 100% sure that it really worked.
