Your question would be best directed at the Subversion user's mailing
list, not TortoiseSVN. TortoiseSVN is a client that uses the Subversion
libraries, like any SCCAPI-compliant client would use the Subversion
libraries.

To answer the question, not as such. SCCAPI is a proprietary API that
Microsoft will not release to the public. The developers must sign a
NDA to get access to the API, and Subversion being an open-source
application is not going to include any source that requires NDAs.

Several projects have been started to provide a SCCAPI interface to
Subversion, but none have really got off the ground at all, except for
the one provided by PushOK.
