I can reproduce this using r4486. Bit of a battle to reproduce, but this
recipe works reliably for me:

Diff a file which has no change on the first line.
Left click top line of right pane.
Left click top line of left pane.
F7.
Right click difference area in right pane.
No context menu appears.
