Staring at StandAloneDlg.* and URLDlg.* (as a simple target for
multi-monitor setups), I don't find any custom policy implemented.

Is it possible that TortoiseSVN relies on the implementation in the MFC
to get dialogs placed?

[For the record: I have no deeper experience with the MFC...]
