[TSVN] install bug

Hello

I have found a bug in the installtion of
TortoiseSVN-1.2.4.4479-svn-1.2.3.msi.

Procedure:
1. Install the TortoiseSVN-1.2.4.4479-svn-1.2.3.msi -> all is ok.
2. Start installation TortoiseSVN-1.2.4.4479-svn-1.2.3.msi again with option
'Modify'.
Now the TSVNCache.exe is never started and the registry key:
HKLM\Software\TortoiseSVN\TSVNCache.exe is deleted.

I have added the registry key by hand and all works fine.
