[TSVN] Progress Dialog Autoscroll problems

I understand you have modified the auto-scroll function in the
progress dialog, so that the scrolling is turned off when the user
beginss scrolling manually.

Howver, this change seems to have a side effect: When you do not
touch the dialog (i.e. during a commit), and file names are longer
than the window width, the horizontal scrollbar suddenly appears, and
the auto-scrolling of the window stops. In our case, this lead to a
confused user because the commit error message at the bottom of the
window did not show up.

Suggestions:
 1. Do not stop the scrolling unless the *user* touches the vertical scroll bar.
 2. In case of an error or warning, scroll the window to the bottom of
the list (even if the user scrolled around), so the messages are not
missed.
