[TSVN] Add "rebuild icon cache" function to TSVN

Hi,

Almost every day my shell's icon cache gets corrupted because of
TortoiseSVN. In the past I used TweakUI to rebuild the icon cache, but
found it pretty awkward to do so every day. So I created my own little
piece of software that can rebuild the icon cache. It sits on my
taskbar, so I can easily access it.

I wondered why TortoiseSVN doesn't include such functionality (at least
I haven't found it yet). I think it would be very handy if the TSVN menu
in explorer would have a "rebuild icon cache" option. I actually tried
to add it to TSVN myself, but I'm still not able to get TSVN to build on
my machine (even though I followed the building instructions
meticulously).
