[TSVN] Docs: Apache runs as local system

Hi!

I'm translating docs into Russian. There is following sentence in
'Installing Apache' section proposed by Peter Mounce:

Even if Apache runs as local system, you still need such an entry
(which will be the Administrator account in this case).

Can someone who had set up Apache based server clarify it for me: does
Apache service running as _local system_ require entry exactly for
account with Administrator authority or entry for local system account
(represented by SYSTEM record in directory's ACL)?
