Why would want someone to rename a file *ouside* of Subversion?
For example, if you want to 'svn rm' a file, but not really delete a
file. I usually do in such a case:
- rename the file in explorer only
- commit (the original file is marked as "missing" and is deleted in the commit)
- rename the file back
