[TSVN] Sug: don't always autoscroll in status dialog

Hi,

I hope this is an easy one because I desperately need it. When
updating/checking out (and commiting and ..., but I really need this
when updating), if there are say 1,000 files to udpate, status window
auto-scroll down so you always see the last one. This is good.

But, if I try to scroll up to review files while this long-process is
going on, the window autoscrolls again to the last line when a new
item is processed. You have to scroll up again, and again, and
again...

In other words: Just before you insert a new line to the status
dialog, if last item is already visible, auto-scroll and let the new
one to be visible too. But if it isn't, don't move the scrollbar or
anything and let me see what I was looking at. If I want to continue
watching last items, I'll scroll down and then you'll auto-scroll me
from that moment on. But if I want to review items, don't move me
away.

My English is getting worse day after day. I hope it was clear enough.
