[TSVN] no-unlock=yes in run-time config does not work

New option described in the subversion book (nightly build).
Chapter 7 / Locking / Crating locks.
It works fine in svn (1.2.3) command line enviroment.
Option [miscellany] / no-unlock=yes
has no effect on Keep Locks checkbox in TortoiseSVN 1.2.2 Build 4295.
