[TSVN] cache scans excluded paths

When setting icon overlay exclude paths, there are some folders that are still
being scanned. using filemon, I see that although * (or C:\*,D:\*, etc.) is
specified for exclusion and either a specific folder or none is specified for
inclusion, the Windows, Program Files, and Documents and Settings folders still
show up as being scanned by tsvncache. Other folders that were previously
scanned are properly exluded when this exclusion rule is set.

(Note: these particular folders are special system folders, so maybe this bug is
caused by access to the specially named path elements such as %SYSTEMROOT% -
just a wild guess)
