[TSVN] Commit with files added to externals

Hi folks,

I was just trying out a commit with modified externals when I noticed this:

Modify a file within an externals folder and I get a warning that the
externals will not be committed. This is expected.

Add a file within an externals folder and there is no warning at all. I
would expect this to be treated in the same way as for changed files.

Also, in the check for modifications dialog there is no indication which
files/folders are externals. Is this important?
