The standard build of TSVN is 32-bit. There is an experimental 64-bit
version available, but it is not fully debugged yet and there seem to be
installation problems at the moment.

In case you missed it, this hint just came up on the list:

"For the moment you can still use tortoisesvn 32-bit under Windows XP
x64 in the 32-bit explorer, which works perfect. you can make a shortcut
to: "%windir%\syswow64\explorer.exe /separate" to launch it."
