In favor of including it:

+ You can get help about it in your language. Program's output is
always in English. (Or make a .pot file from the source, too)

+ It does not harm: if you put it and nobody read about it, it is not
a problem. If someone looks for the help and cannot find it, it can be
a problem.

Against including it:

- 1 file and 4 kb more / language... is that really a problem?
