TortoiseSVN doesn't use the CL client. It is linked against the
Subversion library directly. So there's no need for people to install
the CL client, and therefore such an entry in the context menu would be
useless most of the time. And implementing the CL client's commands in
TSVN is something we won't do - you can use the CL client directly if
you want that.
