Yes, this option was activated. Thank you for your answer.

I do not think that it is a good idea that this option is activated by
default.
When I click on a directory and choose commit, than tsvn wants to commit
files that have changed. I normaly inspect each file with TMerge before
commiting, so I can write good log messages.
In this case TMerge showed me no differences, so I did not understand why
TSVN wants to commit this file. It is confusing.

I would suggest to turn off this feature by default.
