[TSVN] Unable to branch because "Working copy is out of date"

Hello,
Sorry to bother you folks but I haven't been able to find an answer to this
question anywhere else. Our office is slowly moving towards using SVN as
much as possible from CVS. We recently converted our main CVS repository and
I installed the latest version of TortSVN (which I might add is pretty
sweet). We decided to try to reorganize the svn repository to
<module>/trunk, <module>/branch, etc from its default trunk/<module> as in
most cases our modules are actually unrelated applications. I was able to
create the root <module> directory and even module/branch, but when I try to
actually take the checked out copy from trunk/module and branch it to
module/branch/tag, it complains that the working copy is out of date. Now
I'm the only one even using this repository since we just converted it, and
I no there haven't been any changes.
 Environment:
svn, version 1.1.4 (r13838) compiled May 13 2005, 06:29:47 on Debian install
TortoiseSVN 1.2.1, Build 3895
Windows XP SP2
