[TSVN] wrong refreshes of the shell browser

There's a very annoying bug in the tortoise svn shell extension that
keeps refreshing the shell browser whenever a new (uncached?) directory
that contains a checkout is displayed. This keeps resetting the
scrollbar to position 0 which is very annoying when you want to scroll
down to find a file or directory and the scrollbar always jumps back to
the top of the list as soon as there's a svn directory. The bug has been
there for at least the past two releases but it used to work correctly a
long time ago. I only tested it in Win XP so I don't know if other
architectures are also affected, but I'm rather sure it applies to all
architectures.
