[TSVN] Svn:ignore -- recursive -- bug report

From: Darrick Wiebe <darrick_at_innatesoftware.com>

Hello, I just came across a bug in tsvn that is very simple to reproduce.
If I create an svn:ignore list in a subfolder of my project, then go up to
it's parent folder and create a recursive ignore list there, the child
directory's ignore list is overwritten rather than appended to.

Cheers!
Darrick
