o.k. then:

deinstalled Framework 1.1. complete with "remove/add Software" (don't
know how to only deinstall 1.1 SP1), reinstalled redist package 1.1
(without SP1) from Microsoft download.
=> error is back
  I'm happy, it was reproducable - at least on my system. ;-))

no chance to get more information with any options, tried
  candle -trace -w0 -v0 ....

Always the same stack trace (and no one with rev 4120)

But wait, the UIFragment.wixobj is the one which can not be built (the
three others are there).

Diff of UIFragment.wixobj in rev 4120 and 4121

You deleted the line
  <Custom Action="DIRCA_TARGETDIR"
After="ValidateProductID">TARGETDIR=""</Custom>

(The other ccordinate changes seem to be trivial.)

If I add this line back again, candle throws no stack trace any more.
(But I don't know why ... and I think I don't want it to knwo ;-)))

Well, I will reinstall Framework 1.1 SP1 now. This is solution enough -
for me.
