By design - if it's enabled, you would be able to install the
sub-features outside of the TSVN location, which would require that TSVN
react to that possibility, which it doesn't do. It might in future, but
that's up to Stefan.

I haven't figured out how to make the top-level feature mandatory either
- if you click it, you get a menu that lets you install it on first use,
which seems a bit of a silly thing for the feature without which on has
no TSVN...
