[TSVN] Folders no longer show svn:keywords in drop down

On the properties page of a folder, svn:keywords does not show in the
drop down for propsets. I frequenly use this am almost certain it was
there before. This is useful to recursively set things like
svn:keywords "Id" or "HeadURL" to all folders and files beneath the
folder.

If I type in svn:keywords into the box, the tooltip does come up properly.
